Can someone please explain to me:

Free Links
I'm particularly confused on the difference between the three. Maybe an example would be best.
More to my specific situation. I want to be able to offer Featured Links for a price (and not require a reciprocal link back to me) and Reciprocal links only. How is that configured?
Further, I as the admin should be able to promote a link to Featured Link free of charge.
