Can one sell the license if he doesnt use it?

This guy is selling the license which he did not use. Is it legal to do so ?

I assume its legal as long as the license is valid and David deletes the use of it for the Original Owner and transfers it to the new buyer.

There has to be a formal transfer of the license, and they will need to contact me.
