How can I disable the require URL option?

I'm working on a local directory and would like to know how I can disable the URLs from being required. Not all of my submissions would have a website. Can someone help? Thanks!

i fixed the link in my first post, sorry about that

and also ;) as posted in the link in my first post don't forget to remove the red star (ment to show it's a required field) next to the url field
