Same problem here:
http://www.linksofscottsdale.com/submit.php
PHP 5.2.1. Using the BlueOrange template, but with the Default version of submit.tpl.
Site Settings were set to:
1. Required Register User: No
2. Require Reciprocal Link: Yes
3. Show Reciprocal Link Field: Yes
For testing, I changed #2 and #3 to No. The Reciprocal Link Field continued to be displayed on the submit page, and I still could not submit a link.
v. 3.1.

I found the problem. I had an issue with the CAPTCHA not working using the BlueOrange template. That's why I swapped in the Default submit.tpl. But that wasn't enough apparently. For the name field, I entered a 3 letter name. Normally, this should generate an error:
Content visible to registered users only.
Only this error was not visible when using the BlueOrange/Default template hybrid. Switching to the Default template, I was able to submit without error.

just compare and add the error code to the blueorange template

shouldn't this be in the support section lol
and the reciprocal link will always be listed weither required or not..
required means that any submission will need a reciprocal link, whereas not required means that the person could be nice and add one
or you could have paid featured and regular listings with free reciprocals
