Can reciprocal link be requirement for ONLY a certain type of links?

Not sure I'm explaining that correctly in the title of this thread, so I'll explain here.

I want to be able to offer free basic links.
I also want to be able to offer featured links to customers who set up a reciprocal link and for paying customers.

In otherwords, there would be two different ways to get featured. But then if the reciprocal link disappears, I'd want to be able to know that, and have the listing easily be set back to basic links.

Also, have a question about licensing. If I want a special feature coded, must I use only the phpLD programmers? Or would I be able to hire whomever I like?

I believe some modification will be needed, but probably not a lot.
While using the software requires a license, you are free to edit the source, which is not encrypted, and you may hire someone from the phpLD team or someone you choose to help you.
