Admin index.php is blank

My hosting company changed servers. They did not move the database over. I moved it and I am able to diplay the directory but I can't access the admin panel. I just get a blank page.

everything is moved right?
a url and who is your company?
plesk or cpanel?

I use Cirtex hosting and CPANEL

I would
A. check your error logs for anything
B. Make sure all files are upload/moved
C. check permissions on all files

If it was working before and now it's not I would ask the host what they broke when they moved or what is different now as in php settings etc.
