Customization Request

I'm planning to get NewsTopica, but I think I would like customization.
I want to feed BLOGS, Articles and Links into the NewsTopica engine and based on a mathmatical formula (# reads/#hours), place the most popular items on the front page in their respective categories (BLOGs, Articles, Links). Does this sound feasible? How do I get a quote?

It would be appreciated if you could take the time to write a little more detail about what you will be seeing in the frontend, admin and the formula.
