moving my Data Base ?

i have newly installed phpld v2 , i have a existing DataBase of directory(in mysql) how can i connect it to phpld

When you install phpLD you are asked to give database credentials, use your existing database and re-install.
Or if you have a backup or something, you can import it via phpMyAdmin for example to the database on the server.

Can moving the db from v2 to v3 be done? And how?

yes, just run the installer on the v2 database and it will automatically alter it and make proper changes.
