Reciprocal Link Required Setting

The public Submit URL page says:
Featured links $9.95
Regular links free
Regular links with reciprocal free

I can't see how to remove the "regular links free" setting from this page - I assume that I have to change a setting somewhere, rather than re-code...

I want recips or money... :D

You can change the price for regular links so people would have to pay if they didnt want to provide a reciprocal.
