Limiting columns in State/City display

Work is hell this time of year so most of the project got shelved since it took longer than expected to get rolling.. But I've been tweaking with this off and on.

I have been looking for somewhere in the code to limit the number of columns displayed.. Obivously as it sits isn't very pretty.. Any suggestions or is my sleep deprived mind letting me down??

BTW, did I mention that work this time of year is hell?? 6 days a week, 10 to 12 hours a day.. I should be sleeping :)
