What files need changing to add text to submit page?

I've looked every which way I can think of to find this, I know I've just not framed the query correctly so now it's time to ask.

I just want to add comments on the submit page to explain stuff. But can't figure out which ones are involved. Can anyone give me a clue? Or maybe point me to list of files and relationships?

You need to edit templates/submit.tpl to add text to the submit page.
