Of course the rating feature would help to detect the best links in a cathegory list. The script can have differenrt kinds of rating: guest, registered and moderator.

This has actually been done by someone already and they are requesting a contribution of about $100 to release it to the public. I will happy to arrange for a demo to those that might make a financial contribution.
