smarty error on new install

hi guys, just installed 3.2 and did as install says etc

i get an error saying smarty error line 1095 regarding a template tpl file. ive cmod all the template files and thats still the error


Warning: Smarty error: unable to read resource: "top_bar.tpl" in /libs/smarty/Smarty.class.php on line 1095

i also noticed that in admin on edit templates , non of the names of the templates appear but you can activate them still.

chmoded all template files?


make sure all tempalte files are only 755 for now the /temp folder should be 777 unless it is phpsuexec then it is 755.

If the top_bar.tpl is present in the template folder for the template in use then make sure the chmod is only 755.
