submit without url

I would like to allow people without a website to be able to submit their business info without the required url. I'm using 2.1.2

I will move this to the mod request forum, since this is a modification to the base code.

Could someone possibly post instructions for the two mods in the link for version 3.0.6? Mods removing URL requirement on both the user and admin ends. The file names appear to be different.
