Custom Template

Hello

Could anybody help me with creating custom template to fit my web design?

I want to create category list like this:

| Cat 1 | Cat 2 | Cat 3|
|cat 4 | Cat 5|

* without any sub-categories
* withour links' count
* currently active category to be bolded
* the category list to be placed on the top of every pages of links' dir.

Could you help me please?
