Editing submit page

I noticed on a lot of other directories when you go to submit a link, next to "regular links" it will state something like "Review time - 4-6 weeks"

This seems to be an encouragement to have the user purchase a featured link for a quicker submission. I've searched and searched and cannot figure out where to edit/add this. I've looked at all the submit templates and nothing!

Can someone point me in the right direction as to where to edit/add this option?

Hi :)
You can find the code in /templates and the template you use, go find submit.tpl and find the text something like this: {l}Featured links{/l} and that will be the place to edit :)
