Are the template files still the same in 3.0?

Just wanted to check if the template files are still the same in 3.0?

Frontend they're all the same apart from the top_bar.tpl which has the Opera compatibility changes as posted in this thread;

There is also a new .tpl file in 3.0 - banned_submit.tpl
