Description additions?

Can anyone please, please tell me how to increase the number of allowed characters in both "submitting links description" and in the "category description"?
the site is txn[.]ca

In the admin under settings >> form fields

Content visible to registered users only.

I believe that is in the paid version...this one is still on the
free version and there is no Form fields option :(
I read on google that it's in the submit.tpl or something?
but that won't change the category description length only the
submitted links description length...right?

Without the Form Fields option, can I still do it?
