How do you get listed with some of these submission services? I have sent emails to alot of them and only gotten accepted in one, the only reason I emailed is that most of them do not have a link for me to submit my directory to?

If your directory is trusted and well designed then your chances of being listed are pretty high. You can continue to contact them and see if you can get listed but it will take some time to do get in if they are not accepting.
I am listed in about 6 of them, how I got listed is beyond me but a luck of the draw I guess but don't fret your chances will come, just be patient.

I'm only listed with some site called Mergi and all the traffic is coming from India :( When I pull up this site from my awstats I get 403 or 404, I cant get into a viewable page from this site.

I've run my elinkdirectory.co.uk for 6 months now. For those months it was a free directory - and I think that's how it got listed on various sources - go free for a while.
Go to vilesilencer and add your directory to the list on the forum, then maybe you will get added at the next update. - this will get you a lot of submissions.
The second was, go to DP forums and announce free listings in the appropriate forum. You'll get shed loads, and a little reputation. Also go to V7N and do the same thing.
I also found some link partners through PHPLD forums, which have helped me out. And also Vegabond gave me a link from OS Designer and I got some good solidity from that (I was the first adopter of the Lemonshadow theme). Of course, now that faith is repaid a little with gaining a PR4 rank. Plus, from all that, I managed to negotiate a PR6 link from my hosting company.
I'm rambling a bit, but talking on forums helps out no end.
At this moment I've changed it to a paid review directory - I was getting 50 submissions a day. It's now a steady few a day, which is fine for me and is a little reward for the 6 months of work I put in.
