Seo friendly URLs without mod_rewrite?

Is it possible to have phpLD produce SEO friendly URLs without using .htaccess? I'm trying to install it on a Zeus server and have also tried like 20 other scripts with no success so far. Hope there is some way to get it running on non Apache servers.

Well, not sure of zeus, but various rewrite library dll's are available for windows iis server...some are free too. :)
