Can't Find CSS Declaration in ANY .TPL

I can't find the line that refers to the CSS file in my templates folder.

I know it is referring to this document because I have seen the actual url when viewing the source from a browser.

Please advise.

What version are you running?
You can find the reference to the style sheet in header.tpl of the template you are using.
