How to use the add new phrase

first of all, the function has a javascript error when i use languages such as traditional chinese.

And i don't quite understand how it works, could anybody help?

i had this javascript error after i set my language to traditional chinese and login to the admin panel to add the new phrase. It is when i i opened the add new phrase page for traditional chinese, the error appeared at the bottom left of my ie.
