Another idea for motivating reciprocal linking is this.
Have a little box on the main page and rotate all reciprical links through it, so
that you don't need to have a box 200 pages long.
For example it could show 5 or 6 reciprocal links at a time.
Featured links are great but the recipricals at the start of a directory are it's future.
