Automatic validation of submitted website

i'm looking for a mod that allow people to put directly a link online without validation and allow them also to create new categories.

I'm ready to pay for this if anyone interrested

about the automatic approval, I would not know what to do about that one.
I may look into it though, because I am thinking about letting featured links automatically :wink:
