Website transfer

I am new to this so sorry if it is a stupid question. I tried searching but i can not find the info. I have bought two directories and im in the process of transferring it to my host. SO far i have taken the folder off of the other host and brought it to mine. I changed the config file and made a new database on my website. Yet it is not loading. I changed the dns servers and it is coming out blank.

What am i forgetting?

also if they are 3.x you need to transfer the license

No i forgot to import the databases and now it is using 2.2
