e-mail confirmation when link is submitted?

Is there anyway to do an e-mail confirmation so that only legit e-mails are used? Something where it does an auth.php?siteID= or whatever and auth's the site when the user visits the link. Just wondering if something is available like this..(or maybe i'm completely blind and don't see it in the current 3.0 release). Thanks!!
