pay $20 for design a template

You would need to detail the design changes you want, but at any rate, $20 is not going to get you very much other than just a few tweaks here and there or maybe a mod or two installed. It all depends on what they are and there might even be a few solutions for freel.

There are many people that will design templates, including me, but $20 will not cut it I'm afraid, even for the most basic of designs. The original poster never came back with the changes they wanted, so I guess no one came forward to do it for $20.
