Is there a way to not create a listing if a spammer does not pay a listing fee.

It is a pain to have to delete non paying listings.

Is there a strategy to warn them to pay or be banned for life as an incentive to pay up?

It's part of running a directory and they could just be SPAM. (Links submitted by a robot). I get a few of them a week. Bruleo (Bruce) has a Mod - "Remote rejection/approval". I have it installed on one of my directories and it works great. It'll save you alot of time. You can read about the MOD here

Also, if you get a lot of non-paying links you can check you DB and see if the IP address the same. If they are, they are most likely SPAM. Just block the IP address.

I do have mod that will catch many auto-bot submissions, auto-delete them and send out custom notifications. Not officially released as yet, but installed and working well on about a dozen sites.

EDIT: Just saw btrades' post. That mod is NOT the auto-bot trap, but they do work well together. You do have the auto-bot one, but not the mod at the link you posted!
