I have been reading the explanations but i couldn't solve the problem. Pls HELP!!

I have carefully installed th 3.4.0 Latest Version. My database in English.

In the Control panel / SETTINGS, I have changed the language into Turkish ISO. But still I see the characters are showing different..

Can anyone explain briefly what is wrong and what to do? Please THX in advance.
