System Checks PR before submitting

I personally think that this will be a huge help to those who are requiring a certain PR before submitting that link to their directory. This might have already been brought up, and I do apologize if it has, but this tool will save the owners SO MUCH time from having to check the sites PR before submitting it, and if you have to many websites you have to approve and half of them are lower than the PR you're requiring them to have, then you're just waisting time on those sites when you specifically said in the TOS or Policy, PR4 or PR3 etc.

I hope this can be available for even free versions as well if you decide to add this for the 3.04 version.

I started on this mod, and then realized that not all data centers report the same PR, which would in turn not allow submissions and cause more headaches and people bitching in emails than necessary, so I just put it away.

And that's not the only problem ... what if your domain is blocked by Google to check PR? You won't be able have a site submitted even with PR 10 :p

yep, also another very good point. i didnt even get that far into thinking about it.
