Turning Off Regular Links Free in phpld 3.0.4

I have turned off in the Admin section Regular links free

Yet this shows up on the add form.

I should have only featured and reciprocal links options showing.

/links/submit.php

The other issue was where do I modify what the description is for our site in the Admin section. Phpld appears to pick up the directory name as the description.

As for the descriptions, set those when creating/editing categories.

I have edited mine in submit.tpl, and it seems to work fine.
