Featured Links Into Multi Pages

As you can see, my Internet category (http://www.mountaintemplates.com/WebDirectory/Internet) has a lot of featured links. I have limited the links per page to 5 but it doesn't effect featured links. Is there a way I can have it so it displays the first 5 featured links and then the first 5 regular links on the first page, then the second 5 featured and the second 5 regular on the second page etc?

This is definitely getting more into "mod" territory versus "support". This will take a programmer some time to write up the smarty code for you, so it may require a donation to the person helping you, or you may get lucky, and someone will volunteer.

I have this in the works already, but it's for my own personal gain and directory. Due to time constraints, I haven't been able to get back to it for quite some time, and nor do i think i will be able to anytime soon.
