I would like to have a mod in which the recip link gets checked and verified to be PR 1, as recently some people put the link on junk sites.

You might want to rethink that.

1. a new site won't have any PR -- that PR0 page today may well be PR3 or PR4 or better in a month or two

2. all you can check is the current "public" PR, which almost always lags behind (sometimes far behind) "true" PR -- that PR0 page may already be higher than the public PR shows

3. PR is not a measure of quality -- people can and do buy PR, or more accurately rent it for a monthly payment -- if they stop paying, the PR will plummet like a rock

Using PR to measure the worth of a site or a backlink is just a bad idea, IMO.

You are correct n what you are stating.

However I stand with my decision and have already implemented it, manually until automatic.

If a site has PR 1 or more I know that Google has spidered the site and the link has at least some value.

Anybody can make a page with some links on it that has no links going to it and will never even be found by the SEs. Such an example happened two times today.

I offer the a Featured Link as exchange for a reciprocal and then I want it PR 1 or more.

I wouldn't comment about the whole issue since Minstrel already covered large part of it and I don't want to go further off your intended topic, just few suggestions on what the mod shall do further:

besides PR checking, it shall also check whether the link is not with nofollow attribute (or is that already checked via PHPLD?, not sure, I don't use that function), whether the PR is not gained via sneaky redirect, whether the robots.txt or meta tags in fact don't forbid robots to follow the links on that page, and maybe few others...
