This is just my opinion, please don't take it personally, but layouts that are small tend to attract less traffic because everything is so close together, this causes users to look quickly and want to rush through submitting their site and leaving.

A small tip as well, reciprocal is good, but 80% of the users on the net will not link back, it's basically doing you the favor from taking time to viewing their site. Pricing is also another big thing in advertising, never settle for less, hit a higher stand point in your pricing and give more options for them to choose from, this creates a better chance of getting a site listed on your directory and possible income from that as well.

Set two options, or three, but for the main two, set featured listings, and paid listings, then if you want do a promotional offer, free links every month for a certain amount of days, and then end the offer, but be sure to put that next to the (Free) description where on the far right of the button, this way users know when to expect the offer to end and not pass on the information to someone else and the offer not be there, that can generate a bad reputation for you on the net, one human can cause a swarm :)

Aain, this is just my opinion, others have different taste and styles in doing things.
