How to design a template ?

Well I have loving PHPLD but wish to attempt and design my own template. As I work solely on Linux Photoshop is out of the question but Gimp will do the job nicely. Should I design the whole page and then slice it up into the individual parts ? Any pointers as always would be gratefully appreciated.
