Captcha fixed in RC4?

Was Captcha fixed in RC4 without the need of the patch? I ask because I installed RC4 for my client, (without the separate patch), filled out a test "Submit" form here--http://www.ethnics.com/Resources--but it always came back saying the code was invalid no matter how many times I tried. Do I need the patch, and if I don't, could this be an indicator that something is not installed on the server that needs to be?
