I would like to put a guideline for submission for legitimacy. Any help on how to put it will be appreciated. I want it to be in the submission site.

You could just edit the submit.tpl and add your guidelines to it.

yes, you cvan use html inside the submit.tpl file.

Remember to always make a backup first!
