change of submit-form

is it possible to make a change to submit-form, so that people not must enter name and email, but be able to submit both if they want?

yeah it is
go into submit.php and find
Content visible to registered users only. and delete that
then go into submit.tpl
and find
Content visible to registered users only. replace with
Content visible to registered users only.
