Slightly off-topic but with a phpld link.

I am running a phpld directory as part of one of my main sites which runs Expression Engine and combines forums, news and articles.

I have over 17,000 registered users and want to send out a monthly newsletter to those who have subscribed. Expression Engine allows me to do this but the hosting package I am with doesn't allow bulk emailing and limits emails to 1,000 per hour - which is fair enough for what I pay.

In order to control the newsletter I am considering purchasing 'Mailing List Manager Pro' (http://www.phplinkdirectory.com/forum/externalredirect.php?url=http://www.mailing-manager.com/) which would give me good control over the list including automatically moving bounced email addresses to a special
folder - something I am keen to do - i.e. remove the invalid email addresses.

The questions I have are:

1. Can anyone recommend a mailing list program or service (cost as low as possible)?
2. Can anyone recommend a cheap hosting package that I could set up a new domain on e.g. www.mysitenewsletter.com (http://www.phplinkdirectory.com/forum/externalredirect.php?url=http://www.mysitenewsletter.com) then install the program on and send emails from there - thus separating the newletter from the site? As a guide it will be no more than once a month sending max of 17,000 emails (as many have already unsubscribed). The first mailing would be the largest as the bounced email addresses would then be removed from the list.
3. Any other possible solutions?
