he seems to have 1300 backlinks ... is it realy fake ?

Don't You think some his subcats should have some PR, when the
main site has a PR of 8 ?
And, You can also check some useful tools on www.seologs.com (http://www.seologs.com),
and You will see that it is in fact showing the PR from ptc.com.

It's not a fake PR. This domain got this PR before his buying. I think he will get some PR in inner pages when next google update is completed.

keep your eyes on expired domain name sites. It's a simple trick to gain PR.
