How to ban submiter?

I have some guy submiting around 20 turnkey adsense ready sites a day. I sent him email to stop since I didn't let any of his sites in www.0fx.info and he still do it. He is spending his own and my time everyday.
How do I ban him?

If you have 3.xx versions, it has ban control built in. If not, your can usually do an IP ban in your control panel for your hosting.
