Version 3 support

1) I purchased additional V3 support for $10, how do I access it?
2) I am getting the below error in the admin section.

Notice: SmartyValidate: [is_valid] form 'conf_settings' is not registered. in /home/vs/public_html/libs/smarty/SmartyValidate.class.php on line 128
