Have a question about category suggestions?

You say that someone can leave a category suggestion and that I can approve or disapprove it. My question is ....where do they type in that information? I have the link directory up and running and have enter my categories already and even entered a link myself. But i did not see anywhere for someone to leave a category suggestion anywhere?

By default there is not a link to it, but addcat.php does exist.
