Getting reciprocal links to be listed beter

How do I reward people fot having a reciprocal link?
I mean , how do I make sure that the links appear in the following order:

Featured link
Links with reciprocal
normal links

?

I don't think this script makes reciprocals listed above standard listings.

What I did was offer people non-standard listings, like accepting even deep pages, or accepting listings in main categories instead of sub-categories, or html or additional link in the description field.
