How Do I Create Pages

I've done quite a bit of searching and can't find anything that explains this...so how do I create a blank page for my directory?

Basically, I want to add an "About Us" page and in order to do this, I need a template to work with...I need to create something that uses the header, footer, and everything else from my design but leaves the main content blank for me to add my own text...somebody's got to know how to do this.

Hmmm, alright, I'll give it a shot...although I'm using 3.1, is this still going to work correctly?

It's worked fine for me, and I too am using 3.1.

I have also used the isntructions on creating a new page - for an about us page. I'm also doing the same thing for a "Terms of Use" and "Privacy Policy" page. Here's my additional page:
