Can I run a trade directory like this...?

I'm very interested in PHPLD, and the price is great, but I want to do the following, could someone please advise if this can be done:

1) Set up a trade directory with listings only showing business name and address (no phone number, email address or web link)
2) Businesses find their listing and can then pay to upgrade it to include a web link and a screenshot. They must validate/verify the site as their own before the listing appears (using a META tag or HTML file just like Google webmaster tools)
3) I would charge a monthly fee and have two tariffs, one for one-way links, and another discounted rate if they are linking back.

Point 3 is not be a deal breaker, if I have just one tariff it could still work.

I don't mind paying for a little bit of custom work if that's essential.

2. Can be done but that will be custom, it would involve claim this link mod along with
a spider check for the tag or html file.
3. yes out of the box we refer to them as featured, regular and reciprocal and reciprocal with free no follow.

You can simple name them what you want.
