If you are wondering why your directory business is down, here is a likely big reason it is down, and probably not what you think.
Over the last year there was a very special case involving a network of directories that made millions of dollars by hacking into high profile sites like the United Nations, hospitals and universities. Hidden links were placed on the sites and then pagerank was passed.

By our count they were able to produce a couple of pagerank 8 and 9 directories and then 13 pagerank 7 directories, 79 pagerank 6 directories, and 100s more pagerank 5 directories. In a very short time this network came to dominate the directory industry spending thousands on advertising on directory listing sites and much more.
This network began to be discovered by industry insiders in January 2013 and even a little before that. Multiple reports were sent to google about the hacking attacks with clear example of dozens of instances in January and February. So worth repeating that multiple people sent multiple reports.
Now nearly 8 months later Google has not updated pagerank, and this group still has all the high pagerank sites, and is still making thousands per day by our estimates. There are not even any indications Google took any sort of manual action on ANY of this network after MANY reports.
