List site in parent category when the site gives a backlink

Hello,
i need a mod which is able to do the following:
Sites can only be submitted in categories which have no sub-categories.
if the site sets a backlink, the site is listed in the parent categorie.

is there already a mod or anyone willing to do this?

but i got error 500 when i try to use dir_validate.php in admin area ...
