Hello PHP'ers...

I am currently putting together a new online directory. Below I have put together a brief summary of what I am trying to achieve. I am a long time programmer but don't know PHP nor Linux. I can do a majority of the administration and legwork, I would like some general assitance and an expert to lean on for advice. I am trying to watch the budget, but of course don't expect everything (like your time) for free. I have more detailed specs to share.

Requirements
Overview
It is a searchable listing of add-ons to a mainstream software package (actually family of packages). Developers post their add-ons to the site, and users can search on what they are looking for. In addition, there should be a ratings / review system to review the packages. Probably would have at max 1000 add-ons registered in the first year.
Goal is to find a hosted solution which already exists and can setup and brand for this project. Graphic design is done, just need the database / engine.
Here are more detailed requirements:

Logins
-Users should be able to create a login, and sign in with that login. All basic user login functionality should be there (forgot password, change basic data, etc.)
-Similarly, “Developers” of the software add-ons should have the sign-up / login functionality. They should have some more data fields (company description, URL, etc.)

Posting Add-ons to Site
-Developers should have the ability to upload add-ons (short and long description, languages, countries supported, etc.) along with documents that pertain to that add-on (fact sheets, white papers, etc.) They must be able to add, edit, delete information for only their add-ons.
Revenue Stream
-In the short-term future, there will be no “online ordering” of software.
-There should be advertising, i.e. Google Ad-words
-There should be a mechanism for Developers to pay for “Sponsored Results”
-There may be a charge when a user finds an add-on they want and “request more information” from the developer. This may not be chargeable at first until there is some momentum.

Searching
-The product family is comprised of a few products, which each have specific versions. Users normally will only be searching in one product family at one time. They may or may not want to search on a version. The versions are unique to the products. In fact the different products could be in completely different sites / marketplaces if needed.

-The Search Results should show limited information, and clicking on one should show complete info. The Review Score should show in the short results. Also you should be able to sort by review score. When you search for keywords, it should search the name and description of the add-on. Searching does not need to be overly complex.
-Results should show sponsored results at the top.
