User create own photo category

1. I would like for my users to be able to create their own categories. Can anyone help me with that? Is there any MOD for such a thing? I am willing to pay for the help

2. I would also like for my users to be able to upload many pictures at the same times within the category they want, the pictures will be uploaded with whatever name it already have. Users can change each picture title at a later time.

1. How would you prevent spamming on this one?
2. If they were were granted access to this function, how would you govern the amount of space they are allowed.

Both of these are possible, but it does sound like several hours of work at $30/hour.

Are you talking about spamming as in people uploading **censored****censored****censored****censored**og raphic images?
I really don't have an answer as far as the amount of space people are allowed, if you can suggest anything that would be great. But I do know I would like to work on this, if you can estimate how long it would take to accomplish such a thing, it would be great for me.

I will preface by saying that we have a huge workload for the next 10 days or so, and then we should be able to start. It sounds to me that more details are going to be needed to truly do a good job on something like this, such as:
1. may have to control where users can suggest categories, such as not allow top level
2. might want admin approval for categories
3. If mass uploading, we are probably talking about many gigabyts of pictures, so would be good to know now much server space you plan to have available.
4. Most likely the users would upload zips, and then the admin would need to approve and run a a process that automatically unzips and processes the photos. You may need a good vps or dedicated server for something like this.

On the surface, just to do what you said may take 5 hours of work, but I have a distint feeling that to do a good job we are looking at more like 15+ hours. I can't be sure, and the more detailed the explanation, the better. This is not a simple task, and will require some work from an above average programmer.

Thanks for the taking the time to answer my questions. what I am asking is basically instead of me going to create default categories for the users to use, they can create their own categories like "my birthday party" or "girls night out" and they can picture only for such category they want. it does not matter to me what level they can create categories as long as Admin has control over everything.
At this moment I am using a VPS and have plenty of space on it.
As far as uploading many pictures at one time, it can be a limit of 10 pictures. it would be multiple upload like the admins have, no need for them to zip it. It needs to be so easy that anyone can do it.
